A $3/head check-off is collected at the point of sale on all cattle sold in Manitoba. Of this, $2/head goes toward funding the activities of the Manitoba Cattle Producers Association on behalf of the local beef industry, and $1/head goes towards the National Check-off Agency to fund its activities. The MCPA levy is collected under the authority of the Cattle Fee Regulation.
The national check-off is not refundable, but the MCPA levy remains refundable.
To request a refund of the MCPA check-off, producers can apply at any time throughout the year. They may request a refund going back up to one year from the date of the request.
Producers must provide the MCPA with copies of their sales receipts showing where the MCPA check-off was deducted, including the date of the deductions. They should also include their name, mailing address and a contact number when making the request.
Copies of the receipts and the contact information can be faxed to the MCPA office at (204) 774-3264 or mailed to 154 Paramount Rd, Winnipeg, R2X 2W3. Producers mailing their receipts are asked to send photocopies — not originals — in case they are lost in transit. The MCPA has 30 days to process refund requests.
The National Check-off (NCO)
The National check-off is a $1.00 levy collected on cattle that goes towards investments in research, promotion and market development activities that help build strong markets for Canadian cattle and beef at home and abroad that puts more money into the pockets of cattle producers.
The National check-off is collected under the authority of the National Farm Products Act.
NCO dollars help to fund:
- Programs that promote increased beef consumption in the domestic market
- Programs that increase the quality and safety of Canadian beef
- Programs that increase the use of beef in foodservice establishments in Canada and abroad
- Programs that support the sale of Canadian beef in domestic and international retail outlets
- Consumer communication pieces that ensure our customers have a positive eating experience
- Programs that promote and secure markets for Canadian beef in the United States
- Programs that promote and secure markets for Canadian beef in current and potential export markets
- Baseline production research and extension
